xiaomi mi 4 hotspot problem

i have xiaomi mi 4 with 4.4.4KTU84P android version and 4.11.21 MIUI version
i have a problem with hotspot
i can connect devices to my phone but data/internet is not working
the latest version (4.11.21) presumed to fix that problem
am i doing anything wrong? any advice?

also zapya doesn't function well with hotspot!
