Develop New Language In Miui

I would like to start develop new language (Latvian) for MIUI. What steps i should perform first to start?
Maybe there is a guide for that?

OK, i have logged in translate.miui.com sent request to join translation. What will happen next? Where official miui translations goes, are xiomi.eu using those translations or you have your own?
