If i would be in your shoes (al posto tuo) i would try wiping cache and dalvik again and then reflash the rom, then the 2 wipes again and reboot and see what happens.

Mine works as usual.

You don't need wiping system before flashing cos the recovery automatically wipes the system when you flash a new rom.

I did clear installation on my Mi 5s yesterday and fingerprint unlock is working very well, faster than Miui 9. Today I'll put my photo to get face unlock working.

Probably the problem is on /data so when you restore it you restore the problem. Don't you have a miui backup locally or on cloud? In this case i would wipe all then install new rom and then restore backup but not the apps. If everything is right i would proceed to restore apps one by one to...

No, i cannot change region, if I click on the name of my country ( in Miui account setting) nothing happen. Going back to last week beta. This Yellow pages bug is very annoying.
