I can TOTALLY rule out that you have this issue on your MiPad4 with 9.10.17 ROM, because there is no such thing for the MiPad4, unfortunately.

If you only have TWRP installed after deleting everything, what exactly did you expect to boot? No system, no boot into the system - isn't that obvious? Install the ROM, and you should be fine (unless you have also formatted partitions you should never touch).

If you're root, don't even need TWRP. Using Solid Explorer (or any other file manager that can see the whole file structure including /root) you can simply copy the file root/system/media/bootanimation.zip to any other folder on your "internal memory", and from there paste it here in the forum...
