Telephone app is a system app, which normally are kept invisible in app settings (manage apps). Remedy is pretty easy though, just go to the "three dot menu" in the top right and select "show all apps"..... then you should be able to see Telephone app in the listing.

Although i only know the other direction from experience: Yes, that should be possible ! You need to have your bootloader unlocked and while being on CN ROM it must stay this way. I guess this is the only disadvantage as there may be apps like banking apps that detect this and refuse to work...

The only way I can think of is regaining access to your account via one of the recovery methods so you can reset the password.... Admittedly it sounds a bit strange that you lost access to everything relevant at once ;)

@Chrizl123 yes, Mi11U was different as also CN version supported B20. Sadly Mi13U CN doesn't support B20. B20 is used for "area coverage" in Germany, so it's lack can be a nuisance specifically in rural areas, not so much in and nearby cities.
