with mi5 also not working but I remember with MIUI7 you had to turn also something somewhere else to make it work... I was looking now I cannot find it anymore and dont remember what it was. EDIT: I think it was something in Cleaner App which not exist here as stand alone app EDIT 2 I found...

7.1.1.1 is not even on list of older versions so looks like is some custom rom. I advise you to install original rom 7.2.6.0 chinese then google play on it.
