I don't have a Mi9, but "DC dimming" means "Direct Current dimming", which is a flicker-free way to reduce the screen intensity. Easier on the eyes, if it works.

I can't see in your picture that you have a directory/folder after extracting. In the top level of the directory/folder you should find the file flash_all.bat.

Have you really unpacked/extracted the fastboot rom? The .tgz file which you download has to be unpacked.

Yes, mail can use a lot of data (and battery) if you sync several accounts, especially ones with lots of mail and far back in time. Otherwise cloud backups of various things can use enormous amounts of data, including Mi cloud backup & sync.
