I had the same problem. We need to Format Data first, not Factory Reset then install the ROM.

It was xiaomi.eu_multi_MI11Pro_MI11Ultra_V12.0.10.0.RKACNXM_v12-11-fastboot. I was coming from stock v12.0.10.0 and use the windows_fastboot_first_install_with_data_format.bat to flash.
