What you could try is.. fastboot flash back stock rom (without locking bootloader), reflash xiaomi.eu, would get rid of any software related issues that may persist after dirty flashes and factory resets (all data will be lost), if this doesn't work, hardware failure?

You didn't specify phone model, but most phones with miui 13 will use Android 12, therefore no twrp.

Xiaomi.eu is meant to be installed while you have stock rom on as some partitions are reused. Install stock rom again (without locking bootloader) and flash xiaomi.eu again, should fix it.

Xiaomi.eu already has power menu access under lock screen settings. Afaik there is no way to disable 10 second force-rebooting, so this confirmation doesn't achieve much, a thief could still reboot into recovery and wipe the device and figure out how to bypass FRP.

I've used xiaomi.eu since 2016 across 4 phones, both stable and weekly versions, so far every single one has had automatic call recording so this one probably has it as well.

If using android 11, you must boot (not flash) twrp via fastboot and install it within recovery itself, flashing img won't work. If you're on A12, no point using twrp that can't even decrypt data.

12.5 seems to have less bugs than 13, get the latest stable 12.5 and you should be fine.

If I lock apps in recents and set their battery saver to no restrictions, have had no issues with notifications. Although I am running miui 12.5, maybe this issue is unique to 13.

If you still have warranty, you should take it to the shop you bought it from. Disassembly will cause you to lose warranty.
