I downloaded the file out of curiosity. Besides MiFlash installer and Qualcomm QLoader drivers, there's a fastboot image for included. Can't tell if it's really xiaomi.eu ROM. But I believe so. Emergency Download should always work because it's part of the chipset. It's only way to unbrick...

Regarding locked bootloaders: I think it should be possible to flash TWRP recovery also on locked phones. You need to go to so called Emergency Download Mode that is implemented by the chipset manufacturer. Not to be mixed up with classic fastboot. For Snapdragon devices, it seems like you...

Import/Export contacts is still under Contacts settings but you might be looking for "Mi Mover". You'll find it under Settings -> Additional Settings -> Transfer Sent from my MI 4W using Tapatalk
