It depends. Usually reflashing the rom will format and write system again. You don't need to wipe system often. It should be done especially when you wanna try a different ROM.

Yes, it's integrated in the ROM. Each time you install a new dev Xiaomi.eu ROM your recovery will be overwritten.

If you want to flash an older rom you need to to a Full Wipe or your system will be messy. If you want to flash newer rom just wipe cache + dalvik. To have Mi Recovery extract it from the fastboot rom of your device from http://en.miui.com/a-234.html and flash it (I suggest you via fastboot).

Remove TWRP folder in your internal storage. next time you reboot to recovery you will get a Welcome screen asking you to keep system read only or allow modifications. Select "Allow modifications".
