You need to type fastboot flash recovery recovery.img to permanently flash the recovery (read well step number 9), if you do a "fastboot boot recovery.img" you will just boot recovery without replacing the official one :)

No, I think you weren't able to install TWRP for the locked bootloader maybe. China dev won't restore Mi Recovery each time you boot it.

No, it's integrated in the ROM and it automatically installs. So no need to download it and install it each week. :)

Change TWRP recovery version and install it via fastboot, install rom via TWRP. In TWRP select Reboot to recovery after doing your wipes (cache and dalvik, data). Try flashing your ROM again, try at least 3 times. It won't matter if it fails at first, then you should succeed. If you won't...
