    New weekly roms includes TWRP since last week. Many TWRPs were updated to 3.0 (causing some issues in some devices...) in this weekly so probably your TWRP was updated too. In order to be 100% sure and avoid problems, flash again TWRP recovery via fastboot.

    I guess there are some problems with twrp 3.0 on some xiaomi devices. Maybe better to stay with 2.8.7.0? It seems more reliable...

    Did you try TWRP 2.8.7.0? Maybe TWRP 3.0 is causing this issue.

    In Twrp do a factory reset (WIPE button). Then install stable.

    You should report the bug on en.miui.com, yes you can make a flashable zip and install it through recovery or you can just replace recorder in system /priv-app with root explorer or es file manager.
