Maybe You already unlocked some Xiaomi smartphone in last 30days? You can use Unlock official tool with same mi account only once in a 30day.

I have the same problem. I try with two mi account where I have unlock accepted, with same effect.

I don't know why but with this build I can't do factory reset from recovery :) Nothing is cleaned after it. I use TDB edit And 160 letters mod for me generate FC in SMS app.
