DEV rom is always the latest rom. Depending on the device there are few versions of MIUI available on STABLE rom.

I have read that. Both Mi4C and Mi Note Pro now would have locked bootloader. But due to a lot of bricked Leos and removed original 6.1.14 ROM from miui.com downloads I understand there is serious bug that even xiaomi.eu can't fix.

So far I see even Chinese MIUI removed 6.1.14 ROM for Leo from the ROM's list.

You are able to flash both 7.1.4 or 7.0.5 stable ROM by xiaomi.eu. 7.1.4 is the latest based on 5.1.1 Android. 7.0.5 is the latest stable 5.0.2 Android. I prefer 7.0.5 because 7.1.4 and other DEV ROMs based on Android 5.1 have a bug with video recording via rear camera (low FPS choppy video - ).

The downgrade from 5.1 to 5.0.2 is possible: Just flash STABLE 6.5.4.0 via Flashtool or TWRP and then 7.0.5.0 Tested well.

Ok, 6.1.14 is ready. Is there any siginificant changes for building SP Flash ROM?

The procedure of building ROMs for BLOCKED RMN3 will be like this: 1. xiaomi.eu localizes weekly ROM and builds ROM for TWRP. 2. One with UNBLOCKED RMN3 and TWRP installed should perform CLEAN install of xiaomi.eu ROM zip. 3. Then use approach I described above to create ROM for SP Flash tool...

Nobody knows yet. Anyway you can flash official Chinese ROM and unlock the RMN3

I thought all xiaomi.eu dev roms already rooted. Isn't it, or should it be rooted?

Well I flashed this ROM the same way I always did with MTK phones - both buttons pressed. It worked for me. I don't remember which manual I read long ago. If it is possible to use only vol- button - I don't mind :-)
