Yes its normal, they disabled changes to the Anti-rollback of your device by removing the firmware update. Your download must be corrupted, I suggest downloading from sourceforge

I am not sure enabling camera2 api is a good idea if you want miui camera, I think miui camera crashes when you enable it.

you did something wrong, I clean flashed it over china beta 8.8.9, and NONE of your problems happened to me.

yeah and if we come from a non arb mode to a xiaomi.eu with modified no arb (8.8.23) will we still be able to rollback ?

I have a question, what if I come from anti 3 to a mi max 3 rom above 8.8.17? can I downgrade back to 8.8.9 or any stable just like I want?

Every device has its own codename, Mi max 3 codename is indeed NITROGEN

@ingbrzy I tested on 8.8.3 as well, Microphone doesnt work during calls on Mi Max 3 (call / microphone issues). Can you please check that out?
