Try reinstalling the ROM through TWRP.
Wipe Cache, Dalvik, System and then reinstall the ROM .zip file. Your data won't be affected.
You'll have to reinstall root and custom Kernel (if used) again afterwards.

If network type is set to GSM/WCDMA/LTE or GSM/WCDMA auto/preferred, everything works as intended.

For your first problem:
It's equal whether you install the update or not. There aren't any new features, just the mentioned bug fixes. They appeared on my Mi 8 as well. I didn't install them but I can say this to you 'cause of the stuff I 've read here. So you can decide to install it or not...
