@msssm Somebody posted here one year ago:
Perhaps the WiFi Chip in the phone has a malfunction probably because of Processor overheating.
It must not be, but it is possible.
I have Xiaomi Mi 11 Ultra since...
The right TWRP for Mi 11 Ultra & Mi 11 Pro is:
You must temporarily boot to TWRP (since it's an A/B device) with:
fastboot boot name-of-twrp.img
As you can read here:

@Karpfenhai Perhaps some part that is related to the functionality of the display has become defective due to overheating, for example a flex cable or something similar. It was only recently reported that some users, for example, had a defective WiFi chip due to overheating. But I think that...
@Isucc I think it's not possible to boot recovery or fastboot, because you bricked the phone by flashing a wrong Rom, which doesn't match your device.

But unfortunately I can't answer what the "problem" with the Hebrew language is. The Hebrew language (global) is principally included in the Rom. Have you set your country settings/location...
@jackyle I see, you posted the general Link to all Roms and you choose the right one.
I didn't scroll down, I saw only on the Rom, which is listed first, not aware, that you didn't post a direct link. My fault, sorry.
1) Have you compared the MD5 checksum, which is noted on each download file...
