Yes you will have to install Google Play Store manually...yes you can receive OTA updates as they become available via China servers... if you read on the ROMs download page you will see what Xiaomi EU ROMs have that the Chinese versions don't have … it a great phone for the price ...

As far as I am aware Xiaomi EU ROMS have removed the ARB folder.. shouldnt be a problem ... but always do your research...
Stable version OTAs are very slow in coming if you want the latest version download it to your device and install it … assuming you are on Xiaomi EU Stable currently....
No wipes are necessary if you are using weekly ROMs...if for example you have some lag you can wipe Dalvik and cache but it isn't always necessary...

If you are using Xiaomi EU weekly builds there is no need for wipes … the install script does it for you...if you run into a problem you can wipe Dalvik and Cache that's all that's needed...if you are changing from weekly to stable then you need to wipe data each time....
You could buy it and use it with English language … you will need to install Google Play Store, its not hard to install … and when TWRP / ROMs become available you could do the upgrade.....
Yes you can install Xiaomi EU ROM … but Redmi Note 7 being a new phone … you might find it difficult to find the correct TWRP and ROMs to install...
