HI have you tried switching language to English for the download app problem?

New Mi3 WCDMA MIUI 4.8.29 FC taping on downloads icon (the green arrow)

HI I switched from Italian language (are you from Italy too?) to English and cleaned the download queue then switched again to Italian and it just works again now. Tried with wipe cache first and factory reset at last but the problem was there again, after few days.
