I'm using miui v45, i tested all roms for redmi 1s but the cpu min scaling it was/is always clocked at 900mhz

I want to change the cpu scaling min, not the governator, and i tried all governator but i can't change the cpu scaling min

My cpu scaling min is 900 and max is 1593, i installed all roms for redmi 1s but my cpu min scaling is always at 900 mhz, i tried to cahnge with no frills cpu, set cpu and other app but nothing change, i deleted the thermal config too Anyone can help me to set cpu scaling min at 300 plz ...
