You have to apply for a unlock code, i guess you already did that ? After its approved, you can check it with the unlock tool, even if the phone is not connected. MiFlashUnlock_1.1.0315.1_en is the latest that supports Redmi 3.

Yes, maybe. I got "read robust failed" error in MiFlash when I was flashing from the v7130 mulilanguage rom. So I flashed the stable v7240 with MiFlash and then with the updater app I manually flashed the Dev rom. But I didn't see anyone on other forums with this error.
