if you did not read through the forum link above then there is no point to discuss with you. people have MiFlash clean all via fastboot rom and EDL download on both 2016030 and 2016031 version with official MIUI rom (i'm not even talking about xiaomi.eu rom which in theory are not official...

to me, i wouldn't rule out a software issue, if you have read through the miui forum, the problem occurs with pple using china 2016030 version and international 2016031 version and even after clean reflash different versions of roms many times. even in the china miui forum, there are users...

anybody has managed to solve it? I've tried different miui rom China and global, stable and developer, changed to a new sim card, the signal stays at 2g when moving back to good 3g coverage still happens..
