Xiaomi.eu is based upon China official ROMs, so it follows the China Stable versions (currently 9.2.1 for Santoni). 9.2.3 on the other hand is the Global Stable, that is a different ROM with different releases.

Now I have installed the new version as well, all is working fine expect for Greenify, that crashes as soon as I tap on it (was working fine on 8.2). Not a big problem though, as MIUI has its own battery management.

In TWRP select the "Install" menu, select the zip file with the xiaomi.eu update and then flash it. At the end of the process TWRP will offer to wipe dalvik and reboot, say Yes and you're done.
