It turns out it was the video wallpaper that I was using that was the issue. The video ended on a black screen which, for some reason, triggered the launcher to not loop it. Once I changed it to something else it was looping properly again. I probably should have tested that out before posting...

I'm here to report a new small issue that has appeared for me starting with this current build. It looks like video wallpapers no longer loop infinitely on both the lock screen and home screen. It will play the video once and then pause it at the end instead of looping. I don't see any settings...
