For me I was member of the beta team for nexus 5, when I left the team I got a diamond status not really sure why but I supposed is to do with how many posts/forum credit or something similar

So watching the discussion on miui English forum, these steps to unlock the bootloader will only work if you are a member of the that forum and have non standard account (gold, diamond, beta team, ...etc) If you are not then you will have to request to unlock via a Chinese website and wait...

Thanks for you reply but my understanding from the op is ota files must be hosted on xiaomi servers (which mean it will be much slower than normal) I could be wrong though

Another solution was to modify the updater-script file within the ROM but I will need to look at that later
