Cell phones are not receiving email after being re-added to active sync - Xiaomi

We had an Exchange 2013 server that crashed. We have recovered the Database, however, users are not getting emails on their phones. We have removed the email profile from the Xiaomi phone. We then have removed the devices from the Exchange Management Console for their profile. When we add the mail profile back onto the xiaomi, they do not receive any mail even though the EMC shows it is connected.

Is there a cache setting in Exchange that remembers the phone and says it has already sent all the mail? Or is this something on the phone side?
