Fastboot Oem Device-info Not Working

I just got a new Redmi Pro.

When I connect with fastbot, I get this:

Is this normal?
I have some "fake" ROM, MIUI version is:
MIUI Global 8.0 | Stable
8.0.6.0.0(MHQCNDG)

Is it possible to install any ROM without unlocking? Maybe the China ROM?
Isn't the China DEV ROM needed anyway for the unlocking procedure?

To install official china you don't need to unlock but check the guides to be sure

I have unlocked my Redmi Pro without flashing China Dev ROM.

But you MUST unlock your bootloader before flashing a ROM. It's on the instructions right before "ROMS for devices with locked bootloader", or I'm missing something?
