flash .eu global stable or dev from 9.5.19 and arb 4 !

Hello MIUIers,

i'm going to install xiomi.eu
my version rom is miui global 9.5.19 (oeimifa)
i have BT Unlock but i have arb Level 4 (i control with command adb fastboot getvar anti)

Now when i can try to install twrp failed and i think use this guide for remove arb ?

can i install this rom Global Stable HMNote5HMNote5ProGlobal | whyred_Global 10.0.2 or global dev 8.10.25 ?
