New GPS doens't turn off

I installed Xiaomi.eu 8.10.18 (MIUI 10) on my Redmi Note 4 Nikel.

My settings do not allow applications to use GPS, but in the battery report it appears that the GPS is in use all the time

In phone settings you have the option "Wifi Scanning" that allow to the GPS to use WIFI scan to know your position so you GPS is turned off but wifi is on. You can disable it in Settings>Additional Settings>Privacy>Location>Scanning>WLAN Scanning try and let us know...i think that's the problem or maybe some app in background that use GPS all day long

I found this app having access to my GPS, I revoked the permission and until then stopped the use of the GPS. What would this app do
