How to change rom from official cn to Xiaomi.eu

Hi, i have mi 8 se with unlock bootloader
and miui stable 11.0.3.0(PEBCNXM)
But i need Xiaomi.eu multi
Some problems with twrp 3.2.3-1217; 3.2.3-0928; 3.3.1-1001
After flash ROM eu just only mi logo or fastboot mode
Please give me correct twrp or something recovery and instructions.

Did you follow flashing instruction? and made a FORMAT DATA?
EU rom will install with 1227 or 0423 twrp from android 9 rom. '(1217 from old 2018 rom version.)
3.3.1-1001 is for android 10 rom.
Anyway, whatever the twrp you have made working it must install EU rom right way.
