How To Enter Diagnostic Mode? How To Unlock Alternate Bands?

Hello, I've seen people able to edit what bands are enabled on the note and note 2 and im hoping its possible to do such on the note 3.

I tried to copy their steps but i get stuck early on unable to get qualcom com ports to show up in windows or enter diagnostic mode using #*#* codes.

Anyone have any idea?
