How To Unlock Bootloader Rn3 Mtk 2/16gb Without Mi Unlock Tool

Need some help (if there is);

I have bought an old Redmi Note 3 (2/16gb) witk MediaTek Soc.
It came with an old MIUI rom (vendor) and it is locked.
I want to unlock it for installing TWRP en latest MIUI.eu dev rom from this forum.

I flashed latest China dev Fastboot rom and added this device to my Mi account.

Mi Unlock Tool keeps saying that i will have to wait more than 30 days to unlock it. For 2 weeks now.
Is it true that you can only unlock 1 device in 1 month? It seems i will have to wait longer. Why?

So, is there another way to unlock the bootloader?

Does anyone know how to?
