New [MI2S] Malformed settings app

After flashing MiuiAndroid on my brand new mi2s something weird is happening. My settings app is malformed and performs bad (scrolling isn't smooth at all when it looks like this)
I also can't access the quick settings anymore.

I've tried reflashing the rom and resetting to factory defaults.

Are you sure you don't restore backup after install? It seems like you don't have default theme applied.
Or.. go to Themes and apply Default theme.

Everything other than the main settings page looks fine. Wifi settings for example looks fully themed...
I did not restore anything, this is a brand new device so there wasn't anything to restore. I'll try restoring the theme though.
