no fastboot versions?

Sorry for stupid question, but I'm having trouble installing a custom recovery so right now I'm stuck to using the Mi Flash tool.
I'd like to install the latest Xiaomi.Eu stable version for Poco M3 using the Mi Flash tool. Problem is, I notice the only fastboot installers we have are older versions.

Is there a way for me to install the newest rom using the flash tool? Maybe by using non-fastboot versions?

Just boot TWRP via your computer and fastboot. (fastboot boot "twrpname".img)
install the rom
That's all and that work...
