New [Raphael (Mi 9T Pro/ K20 Pro)] Phone becomes laggy under low temperature

A lot of users in Russian winter encountered a problem that in outdoors when a phone gets cold enough it becomes unresponsive and laggy as if it is throttling.
People report this based on latest weekly release. I personally use 12.0.6.0 stable and have the same issue.
Was there any thermal config update that could possibly affect this?
Also, people with other custom MIUI or AOSP ROMs doesn't confirm this issue.

This screenshot is made on 8.12.2020 in freezy conditions, so the problem could have possibly appeared earlier.

Yes, i have this happening on my raphael, too! After a while in freezing conditions the phone lags and stutters. It seems to sort itself out when I plug it in but it's not related to battery level.
This happened last winter too while being on a different beta. Don't recall the version. [Edit: currently on latest weekly, still behaves that way]
My girlfriend has the same model but stock and It doesn't behave that way.
