Update from 10.2 stable - something crucial?

Currently installed: MIUI 10 | V10.2.16.0.PFACNXM | (stable)

Can i just dirty flash MIUI 11 (https://xiaomi.eu/community/threads/miui-11-0-stable-release.52628/) over it? Or are there some steps i have to follow? Dirty flash possible? Do i have to wipe everyhing? Certain TWRP needed?

Dirty flash can make problems, EU ROM is a custom ROM and not a official china stable. TWRP will be flashed with EU ROM. But mi 9 se users had to flash TWRP which can decrypt android 10.
In my experience only updates of the same ROM can be dirty flashed without problems. In any other case you need data format (not wipe).

Yes you can, if your current rom is xiaomi.eu miui 10 stable.
Just wipe Dalvik/Art Cache and Cache and nothing else.
I did it from mauronofrio twrp 3.3.1-42 and my mi9 works well
While If your is a stock rom, then no. You have to wipe all.

I'm using the xiaomi.eu miui i mentioned above. But i guess i should upgrade twrp as well, i'm still using 3.3.1-4 right now. See problems there with upgrading?

For a lot of reasons (primarily because latest versions support partition decryption) it is a good idea upgrade the Twrp before to proceed with the upgrade.
Personally i never had issues to upgrade twrp from fastboot and using cmd/shell commands.
