upgrade from dev to stable

i want to upgrade from 14.0.23.1.9DEV to a new stable version 14.0.5.0 via recovery.
do i need to Wipe -> Format Data or i can just install over? is it means downgrade in that case?

Yes, this is a downgrade. After installing the ROM, you should do "Format Data".
