when will the new version of MIUI xiaomi.eu on 11 Ultra be released

I want to ask, roughly when can I expect a new version of miui xiaomi.eu for 11 ultra?
according to what I've seen, it comes out 3 times a year, and now it should come out this month according to everything,
I would like to update but I don't want to give the August version V13.0.13.0.SKACNXM

The stable version is released irregularly. No one will tell you when an update will be released. You can only wait patiently for her arrival.

if I installed the current version 13.0.13.0 .SKACNXM, would I not have to do a factory reset with the new one?
I currently have a year old MIUI, the last time I installed it was when I bought the phone in September 2021

now i have MIUI 12.5 I V12.5.12.0.RKACNXM version
when I switch from this version to MIUI 13, I have to do a factory reset, right?

I already answered you, you don't need to do a factory reset. Backing up your phone is always a good idea.

Only if there are any problems after the update, it is advisable to do "Format Data" in TWRP, which erases the phone and formats the data partition.

not to forget i have unlocked BL and TWRP and ROOT

Stable is stable. Weekly will have latest tweaks or updated apps and should e treated as beta, so may have bugs.
I have always used weekly and it's been fine for me as a daily driver. But choice is the users. You must format data when switching due to possible partition differences between them and only wipe dalvik on update.

so my choice will be stable, I don't like to install and update the phone, then you always have to set everything up

You don't have to set up each time with either. Just wipe dalvik after each update, weekly or stable if it's by twrp.
