Widevine certificate L3

Hello. I installed stock miui, custom miui and aosp rom on my K20 PRO, but it still didn't get Widevine L1. They said Persist might be broken, but I just did the imei operation. Why should the Persist break ?! I did not make my device K20 PRO to Mi9. K20 PRO to Mi9T PRO did not happen. I searched a lot on the forum but none of them happened. I've been using Netflix for long hours and I want this problem resolved. Sorry for my bad english.

You don't remember it but it was done.
You can't do anything at all.

EDIT: Oh and for what I know => Only Indian K20 Pro and Mi 9T Pro devices have Widevine L1.
