Is Xiaomi now building an Unified ROM, and different modem-hardware for TW-Edition, India, and China RMN4X Snapdragon?

Did you guys have any trouble with unlocking Mido bootloader?
I'm having some when I'm trying to add account and device in developer options > Mi Unlock Status.
What rom and process did you use and did you use a sim card while unlocking?
Edit: Ok I just enabled the OEM unlock and went back to fastboot and used MiUnlockTool and it worked. Yay!
