How to Bypass Mi Account Login or How to Turn on USB DEBUGGing via adb or Stock Recovery

I bought this 2nd Hand ....it Worked fine then I decided to Reset to Factory
Now is asking for the previous owner password...I Don't have Access to it.
Is there anyway to bypass this Login at Start up?
Also is there a Way to Turn on the USB DEBUGGING without login ...maybe via
adb or fastboot?
Any Help will be Highly Appreciated
