Mi2 via Bluetooth to connect to a PC

None of the devices is not visible and can not connect via bluetooth. Win8 OS is installed on the PC. Is it possible to transfer files this way? Is it even possible to connect a notebook and Mi2A on OS win 8 Has anyone any idea or solution? Thank you!
