Download multilanguage rom for Xiaomi mi3. Put on your phone.
Goto updater app. Press menu button >> select rom package >> select the zip you downloaded >> apply >> reboot >> done
The update has Arabic language, you can't install a simple file to add Arabic to your phone.
You have to update your phone with the rom I mentioned.
If you already are on a ROM from xiaomi.eu >> settings>> langauge and keyboard >> language
