No way. Bootloader can only be locked with stock ROM. Global Device > Global ROM and its derivatives (TR, RU, TW, etc.) Chinese Device > Chinese ROM

You seem confused. Xiaomi.eu custom ROM uses Chinese ROM as base, not Global EEA. Don't confuse Global EEA ROM with xiaomi.eu ROM.
