Just flash a xiaomi.eu devrom and let it boot and set up everything.
Then flash userdata.img.
Then boot the tablet and it works.

Then boot the tablet and it works.

Thanks. this time someone give me a simple and clear answer !!!.

I already have a xiaomi.eu dev rom. This evening I'll do a wipe cache/dalvik/data just to start from a 'clear' stituation and then flash userdata.img (that will be equivalent to a wipe of userdata, of course). I'll keep you informed.

i didnt try this method, i did the "how to fix part 1" but lemme try to help you
(look at the quote here, there is an edit)

Step 1: Return to fastboot rom
Using Intel Phone Flash tool, flash FASTBOOT rom using only the 'update' method.
It says "Unlock device" when executing "fastboot.exe" "-s" "A3P449980EC6" "oem" "verified"` command; press YES

Step 2: Move to dev rom
After initial config, copy dev ROM into pad
Apply this update using Updater App

Step 3: Unlock
Enable USB DEBUG and OEM UNLOCK
adb reboot booloader
fastboot oem unlock -> yes [this delete all user data]
fastboot reboot
At ERROR CODE is 03, press Volume UP to boot to system

Step 4: Flash TWRP
Do again initial config of Wi-Fi and Mi Account
Renable USB debug
adb reboot bootloader
fastboot flash recovery twrp.img
fastboot oem reboot recovery
At ERROR CODE is 03, press Volume UP I could boot in twrp.

Step 5: Flash Xiaomi.eu ROM
Allow system modifications
copy xiaomi.eu rom and Google Installer 2 into tablet
Install xiaomi.eu ROM
Wipe cache/dalvik
Reboot into system

ALL IS OK TIL NOW.
SO AFTER STEP 5 YOU SHOULD DO THIS:
1. Download this archive: https://pucina.dedyn.io:5001/fbsharing/vYv99uM1
2. Extract archive downloaded above to somewhere (let's say c:\adb, let's call it N1)
3. Download this image: https://pucina.dedyn.io:5001/fbsharing/pQxB7W8R
4. Put downloaded image to N1 folder
5. Connect pad to PC
6. In Windows explorer, when adb (N1) folder opened press Shift and right mouse button and select "Open command window here".
6. Boot into fastboot with buttons combination or write in black window "adb reboot bootloader"
7. When you tab in fastboot mode write in black window "fastboot flash data userdata.img"
8. Reboot your tab
THEN GO TO STEP 7 (root is not necessary but if you want...)

Step 6: Root
Instal SuperSu from TWRP, do a wipe cache/dalvik only then reoobt

Step 7: Install Google Apps
Execute Google Installer 2 to install Google Apps.
Installer fails, again.

I'm here as promised.

I started from a dirty situation, with a xiaomi.eu weekly ROM, a lot of programs and so many gapps and similar not working.

My Pad is already "oem unlocked"

I rebooted into TWRP and flashed dalvidk/cache/data.
Then from twrp rebooted directly into fastboot
Then flashed userdata.img
Then rebooted

I did initial config
Copied and installed Android System Webview from my personal aptstore because i tested it a lot and it's working very well with all my apps.
Copied Google Installer 2 into tablet
Runned the installer ...

Is it ok my sequence this time?

i have bootloader unlocked, and TWRP 2.8.7 installed.....i flashed in foatboot mode userdata.img on a xiaomi.eu rom ( the last Miui 7) , i have make a factory reset after. I have tried to install Google installer V2, but not working ( stopping at 82% with google sync calendar). I have download the last opengapps (pico) and before flashing us, i have update google android webview....and now IT'S WORKING FINE!!!!!!!!!!!!!! so cool!!!!!!

I can confirm that this method worked for me. I was struggled two weeks to get playstore working without success. I did the following:
1. unlock bootloader
2. flashed TWRP
3. reboot tab, setup, copy userdata.img, reboot bootloader
4. flashed userdata.img
5. boot tab, setup, copy xiaomi.eu_multi_latte_6.4.7_v7-5.1.zip, reboot bootloader
6. flashed TWRP, flashed xiaomi.eu_multi_latte_6.4.7_v7-5.1.zip
7. reboot tab, setup, playstore works.

looking forward to root the tab.

and it prompted that there is no device detected although i have connected the tablet to my laptop and detected by the laptop?

Could anyone share a trick on succeeding in TWRP recovery boot? Tried using button combo resulted in returning to Mi recovery. Tried by typing recovery boot command in ADB but ended up not booting at all.

Any other option to flash custom ROM to try?

Could it be, that this image just made a 16gb device out of my 64gb?

My data Shows 4.5 free out of 10.5... i installed a lot today, came from Windows, so I am not sure in which part this happened . I am almost sure that it showed 64gb when I Booted into China stable before..

Some repartitioning possible?

Any ideas/help? Thanks!!!!

I had the same problem when switching from win to android (Instruction, How To Fix Google Market Error 963 Part 1 Post#69). Solved it by installing the xiaomi global rom (MIUI7-V5.12.24-Global_5.1) and afterwards the xiaomi.eu rom via twrp.

Can I get rid of the error 03 message and have a working google play store or must I always have that error 03? Meaning, after I did all this, could I simply do a fastboot oem verifed and no message is shown when I boot the tablet?

I am very confused by that error 03 and the press volume up message. Or in other words, is it possible to have a working google play store with status oem verified?

I have an observation that might be useful: I installed the Chinese 7.5.2.0(LACCNDE) stable version, and I wanted to format my data partition. After installing TWRP I went to the "Wipe" / "Advanced Wipe" menu, selected Data, and swiped to wipe - but it came up with an error about Data being "auto" type. So I went to the "Repair or Change File System" page and pressed "Ext4" which I thought would reformat the partition, but it seemed to leave some files behind.

So I changed the partition to Ext3 and then back to Ext4, and it seemed to do a proper format.

And now my 963 errors are gone! I didn't follow the instructions in this thread, but it does seem that the methods that work, do it by giving the Data partition a different format.

Very interesting find, I was just about done with installing the native android with flash_all.bat mentioned in here. Before I even went further I then repaired and changed the data partition to EXT3 and back to EXT4 as you mentioned in your post.

After this, I installed the found in the tradingshenzen download multi language version xiaomi.eu_multi_latte_6.3.31_v7-5.1.zip. I picked that version because it contains Google Play Store and because amazingly to me does not give me the error 03 when I boot my tablet.

I did not wipe anything and well to be sure that this EXT3/EXT4 formatting trick really worked, I did it again before rebooting the tablet. After this, I rebooted, registered my account with Google, opened Google Play Store, downloaded Chrome (just any application would be okay) and wow the application installed without that error 963.

Seems that you finally found a way to get rid of error 963 the easy way, simply repairing the data partition by formatting it with EXT3 and back to EXT4, who would have thought that this is such an easy fix? Excellent.

Furthermore, Android System WebView also got updated without any problem.

Success after all, looks like this Repairing the Data partition by going EXT3 and back to EXT4 is the solution we have all been waiting for.

I would encourage others to give it a try, for me it ended a week of frustration and I now finally also can start enjoying the great hardware. I only hope that if the xiaomi.eu_multi_latte_6.3.31_v7-5.1.zip version will jump to 7.5.2 or even higher, it would be as smooth and easy to change to that never version (that also has to include Google Play Store, I will not deal with any other versions where I have to separately install GApps and WebView).
