Not sure if it works but: If you tried wipe system, reboot then install the ROM. Hope it'd helped.

Maybe I was in your case when I got my new Mi4 a week ago. My method may work for you too: 1. Install TWRP. (I use Fastboot Install Method, other methods should work too) 2. Boot to Recovery, Wipe everything (but I think you can leave Internal Storage unchecked) 3. Select Reboot to Recovery 4...
