I have the same problem, but I found a solution. http://en.miui.com/thread-326830-1-1.html I recommend flashing the zip file in twrp, after this Play store download at full speed.

Someone can confirm me, if with the play store downloads are slow, everything downloaded is limited to 500 kbps, but only in the play store, youtube, netflix, everything, use my bandwidth correctly. = S i have Redmi Note 3 PRO
