Can i update from official xiaomi miui 14 to xiaomi.eu rom without wipe?

I updated my Poco F3 to 13.0.9.0, update went smooth and fast no issue m whatsoever only problem is i can't make this go away... Tried cleaning cache and data of the updater nothing seems to help.

i'm planning on going to 13.0.7 from 13.0.6 on Poco F3.

so i can just use twrp to install the rom without making it permanent?

I have a question, so moving forward are roms gonna require twrp or we will have the option to choose between fastboot and twrp? because personally speaking fastboot has been easy fast stable and reliable and for a newbie i wish to keep going the fastboot route, so can we expect a fastboot...

i'm a newbie, i haver never used anything but fastboot roms/updates for my poco f3, anyone kind enough as to point me in the right direction on how to install 13.0.7 or if i should just wait for fastboot rom?
