Sadly it seems our device has already reached its EOL (End of Life) So we may be stuck with Android 9 in regards of MIUI.

New Redmi Note 7 - 20.1.9 - Screenshot using buttons is not working

I just clean installed the new 20.1.9 with MIUI 11 and Android 10 and hardware screenshot is working perfectly for me.
